The video surveillance is an area of electronic surveillance that is especially used in the field of private security as it allows you to remotely control an area or well through the use of cameras. These systems have a dual function: to provide real-time images of the event and subsequently to reconstruct it.

Generally, video surveillance systems are indicated with the abbreviation CCTV, an acronym for Closed Circuit Television (CCTV) which refers to the use of cameras that transmit the signal to certain, well delimited, sets of monitors and / or video recorders. This type of facility is typically used to monitor areas that need to be controlled such as military bases, airports and banks. Nowadays CCTV security camera systems mainly perform a passive security function, as systems that record 24 hours a day and whose images are analyzed to reconstruct the dynamics of the facts when vandalism, attacks or any event of this type occur.

The video surveillance cameras systems are one of the most restless sectors, in order to keep the technological evolution step are in fact forced to a continuous and constant development. Thanks to the low cost of the cameras and the potential offered by the internet and new technological devices, they have also expanded widely in the home. In fact, it is sufficient to have a Smartphone or tablet today to be able to control your home from anywhere and at any time.

What tax deductions are foreseen for the installation of surveillance systems?

Just as it is foreseen for building renovations, tax deductions are also foreseen for the installation of surveillance systems. The 50% bonus reconfirmed with the 2019 stability law (Law n. 190 of 23 December 2018) also includes these security systems and will be valid for the whole of 2019. Reading the law more carefully you can see how the expenses are deductible incurred for interventions suitable to prevent the risk of the execution of illegal acts (including theft) by third parties ". Undoubtedly, therefore, the video surveillance systems (and the related design and installation costs) but also other types of interventions such as the installation of anti-theft devices, armored doors and grates on the windows.

The tax deduction is spread in 10 annual installments of the same amount and is also applicable for jobs performed in economics. To benefit from the deduction, it is necessary to pay the invoices by bank or postal transfer and indicate the cadastral details of the building in the tax return.

The protections for citizens provided by the Privacy Guarantor in the use of video surveillance systems

The Privacy Authority has decided to intervene with new rules that concern the public and private sectors in order to propose a weighted and effective use of the cameras and to provide protections for citizens in the use of video surveillance systems. There have been numerous complaints and reports received by the Guarantor which complain of an increasing and non-compliant use of equipment that detects images and sounds relating to identifiable people. The aim is to reconcile the two conflicting needs of protecting citizens' privacy and passive security to be guaranteed to the installers of the cameras.

It is good to remind you that video surveillance systems must be activated only residually, or when other measures are insufficient or impracticable and that their installation is lawful only if it is proportionate to the purposes that are intended to be pursued.

Any conservation of the images must be limited in time and citizens must always know if an area is under video surveillance. These video surveillance systems must therefore not violate citizens' privacy and should comply as much as possible with the recent approved personal data code .

What legislation regulates video surveillance systems?

The legislation governing video surveillance systems derives from the Community and regulates the guarantees to be provided to third parties, in particular those who pass through areas where video surveillance systems are active, by affixing appropriate signs. Information, as well as the limits on the retention times of the collected data, which can exceed 24 hours only in the case of investigations by the judicial police, for the safety of credit institutions, and the like.

Do not forget that an illegal use of video surveillance systems exposes the impossibility of using the collected images and can lead to blocking and prohibition measures up to the imposition of administrative or criminal sanctions.

Video surveillance systems in condominium

When the security camera installation in Chicago of video surveillance systems in condominiums is carried out for exclusively personal purposes - and the images are neither systematically communicated to third parties, nor disseminated - the rules generally provided for in the Privacy Code do not apply. In this case, therefore, it will not be necessary to report the possible presence of the video surveillance system with a special sign . However, the provisions on civil liability and data security remain valid.

In order not to incur sanctions it is essential to make sure that the video surveillance system is installed with the camera lens placed in front of the front door and that the shooting only concerns the private space and not the whole landing or the street; in the same way you will have to limit the surveillance to your parking space and not to the whole garage.

In the event that the installation of the video surveillance system in the condominium is carried out to control the common areas, all the measures and precautions provided for by the Privacy Code must be adopted on video surveillance. Among these, the obligation to report the cameras with special signs and compliance with the time limits for the storage of the collected data that I have already told you about also applies. The cameras will only have to capture the common areas to be controlled (accesses, garages ...), trying as much as possible to avoid taking pictures of surrounding places and irrelevant details (roads, buildings, shops, etc.). Finally, it is important that the collected data (footage, images) are protected with suitable and preventive security measures that allow access to authorized persons only.

But which quorum is required for the installation of a condominium video surveillance system? The new law for the reform of the condominium provides that the assembly can deliberate the installation of a video surveillance system on the common parts only with a number of votes representing the majority of those present and at least half the value (the so-called thousandths) of the building.

Wireless video surveillance systems

The wireless surveillance systems are CCTV systems that do not require the passage of cables. For their operation it is sufficient to have a camera available, close to a power outlet (or be willing to do a minimum of channeling), and a Wi-Fi router with Internet connection. The great success of these systems lies in the possibility of viewing the filming of the cameras from a PC, tablet or Smartphone; or potentially anywhere and anytime. In general, a wireless video surveillance system works well when the signal of the Wi-fi router is available in the areas where the cameras are mounted: in large environments and houses with thick walls, some signal problems may occur.

The video surveillance systems Wireless have several advantages. These systems are, first of all, very simple and quick to install since they do not require cables. The help of a professional is therefore not indispensable even if strongly recommended.

Another advantage that any potential installer of wifi video surveillance systems is certainly interested in is the reliability of the system. The reliable operation of the system is not guaranteed only with a correct and professional installation, but considering many other aspects that each of us would do well to check:

  1. setting up secure protection keys;
  2. the amplitude of the radio range;
  3. stable operation of video and audio transmission to smartphones or tablets;
  4. the video resolution of the cameras, at least 1.2 megapixels in order to make digital zooms;
  5. Compliance of the equipment with legal certifications.

Programs for the video surveillance security camera system

There are many programs for a video surveillance system that can be used. Understanding which software is right for you is not always easy; there are many in circulation.

The revolution occurred with the introduction of the camera in laptops, generally placed above the screen in a central position. Among the many uses achievable with this security camera, its use as a surveillance tool is becoming increasingly widespread.

It is in fact sufficient to install the right program for the video surveillance system and configure it to automatically record videos at the right time and set it to send us notifications via email or applications and perform personalized actions when motion is detected in front of the webcam.

All this allows us to be able to control a part of our house, obviously the one most easily subject to the source of irruptions by ill-intentioned people, without spending unnecessary money to install a complete but expensive system.
